UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a latest survey of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group said that a high proportion of councils seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would prioritise restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in Kent said its property management strategy included the disposal of a retail complex in Rainham and a social club in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will need to raise local levies next April to address the growing cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils recently also found local finances being strained by the growing number of children and adults requiring Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

Based on the latest indices of deprivation (IMD) for English councils, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the scale of difficulties confronting municipal officials across key cities in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the study found.
