The Demise of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Immense energy is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: maybe the incoming missile won't hit its mark this time, sparing the city from ruin and further power outages.

Persistent Threats

Following this, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on Western support – a need that neighboring countries are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from US administration generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a entire defensive failure until conditions improve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
